All F.I.F.A. laws will apply. The following statements supplement the laws of the game. These supplementary rules are a guide and are not detailed.
I. Eligibility/Rosters:
· All players must be born on or after August 1 of their age group classification or later.
· Teams must be properly registered and in good standing with their State or National Soccer Association.
· Only players possessing a U.S.S.F. Youth Player Registration Form or appropriate passes duly authorized by State, Region, or League personnel will be allowed to play.
· Only 18 players may play any one game and no player may play down from a division 1 team to a division 2 team in the same age level.
· Once the Tournament begins, no roster changes are permitted.
· Thirty minutes before each game, the referee or Field Marshall will verify players against approved rosters and passes. Coaches should have a copy of a roster for each game they play.
· Any teams using ineligible players will be disqualified from the Tournament. This decision is to be made by the Tournament Director and cannot be challenged.
II. Ball Size:
· Under 12+ Below - Size 4
· Under 13+ Above - Size 5
III. Match Playing Times:
In preliminary matches, ties shall not be broken. Playing times for preliminary matches and playing times/tie breakers for SEMI FINAL and FINAL matches are as follows:

IV. Substitutions:
Substitutions are permitted, and with the consent of the referee may be made:
1. Prior to a throw-in in your favor
2. Prior to a goal kick by either team
3. After an injury
4. At half time
5. After a goal is scored
6. Between extra periods by either team
All substitutes must enter and leave the field at the mid-field mark only after the referee signals to do so.
V. Player Ejection:
Any player receiving a red card shall not be eligible for the next scheduled match or play-off game. At the discretion of the tournament committee, a deliberate, serious foul, or any violent conduct by a player may result in ineligibility of that player for play in the remainder of the tournament.
VI. Sidelines:
Coaches, substitute players and spectators are required to remain 3 yards behind the touch line and between the penalty line. Teams will be on one side of the field, and spectators on the other side. All coaches shall stay on the players side of the field.
VII. Forfeits:
Teams must field at least 7 players within 5 minutes after the scheduled start of the game or they forfeit the match. Winners of forfeited matches shall be credited with a 3-0 win.
VIII. Protests:
Protests of decisions of the Tournament Committee will not be allowed.
IX. Suspended/Terminated Games:
In case of inclement weather, the tournament directors reserve the right to change location, delay or reduce the length of the game, if a game is terminated in progress due to weather after one half is completed the game will be considered official and the score will be final. If the game is suspended, coaches and players are to remain in the area until a determination of the termination is made. Regardless of the weather conditions, coaches and players must appear at the field ready-to play unless advised otherwise by the tournament committee. Only the referee or the tournament directors may cancel or postpone a game.
X. Players’ Uniforms and Equipment:
Teams must wear numbers on the back of their shirts. Each player shall have a different number and this number shall coincide with the player’s number as shown on the field report. In the event of team colors clashing, the home team will change colors - the home team being that team listed first in the schedule. However, visiting teams shall cooperate and change colors if they have such available and the home teams do not. All player’s equipment is subject to approval by the referee.
XI. Conduct:
Coaches are responsible for the conduct of the parents and fans of their teams. For any sportsmanship problems concerning the coaches and/or spectators, the referee will direct the offender(s) to leave the area. If the offenders fail to leave as directed, the referee will terminate the match and report the incident to the tournament director, who will award a 3-0 victory to the non-offending team. All teams are expected, as a show of good sportsmanship, to shake hands with the opposing team after the match unless otherwise directed by the referee.
XII. Score Sheets:
Both coaches must sign the referee’s score sheet at the conclusion of each game. Both coaches are responsible for verifying the score by signing the score sheet. The signed score sheet will act as the official score as far as tournament scoring is concerned. Coaches please review before signing.
XIII. Official Rosters and Player Passes:
Coaches must have verified roster and player passes at all games. Coaches should bring enough copies of official rosters to present to referee for each game.
XIV. Unallowable Equipment:
The following equipment is specifically not allowed to be worn by any player in the tournament or special adaptations must be followed:
1) belts, baseball cleats
2) watches, rings, long necklaces bracelets (all materials), earrings
3) hair accessories that are made of metal, plastic or other hard material
4) baseball caps with soft brims may only be worn by goalkeepers
5) knee braces must have any sharp edges covered and padded
6) finger splints made of any hard material must be completely wrapped and taped to at least one adjacent finger.
7) Arm or wrist casts must be completely wrapped.
All equipment is subject to referee approval. Referee decisions are final.
XV. Division Winners and Wild Card Teams:
Points: In the Qualifying round, two (2) points will be awarded for a win and one (1) point for a tie. Division winners and wild card teams are determined by the number of points they compile during regulation play.
Tie Breaking Procedure:
1. Winner of head to head (only used if all affected teams have played each other.)
2. Teams with most wins
3. Least goals allowed
4. Most shutouts
5. Goal differential (Max. 3 goals per game)
6. Penalty kicks
Note: If more than two teams are involved in a tie, each time a tie is broken, the tie breaking procedure starts over.
U11- U19 Playoff competition will be structured as illustrated below and will be determined by number of registered teams per age-group.
A: Red winner vs White wild card; White winner vs Red wild card
B: Red winner vs White winner; Blue winner vs Green winner
C: Red winner vs White winner; Blue winner vs Wild card
Note If wild card is from Blue Division, then: Blue winner vs White winner; Red winner vs Wild card
D: Red winner vs White wild card; White winner vs Red wild card or Red winner vs Red wild card #2; White winner vs Red wild card #1
XVI. Modified Rules for U9 and Ul0 I and II:
All of the above rules apply except:
1. A maximum of 7 players can be fielded.
2. A minimum of 4 players is required to play.
3. Only 14 players may play any one game
4. No off sides position exists.
5. An indirect free kick is awarded to the opposing team for any goal kick or kick punted directly across the midfield line by the goalie. The ball must first touch a player or the ground.
6. Double rostering at this age group is permitted.
